Weatherization Program

 

Weatherization Assistance Program (WAP):  The Weatherization Assistance Program (WAP) operated by Maryland’s Department of Housing and Community Development helps eligible low-income households with the installation of energy conservation materials in their homes. These measures both reduce the consumption of energy and the cost of maintenance for these homes. Funding is provided by the U.S. Department of Energy (DOE), the EmPower Maryland Program and Maryland Energy Assistance Program (MEAP).

Eligible Applicants: Applicants must be income eligible for DOE and/or Empower. Referrals are made through OHEP (energy assistance) or direct application to Maryland’s Department of Housing and Community Development (DHCD). DHCD then assigns eligible households to Weatherization contractors. Applicants must be able to prove ownership of the housing unit. For rental units, landlords must prove ownership and also agree to participate and invest. For DOE, priority is given to homeowners who are elderly, disabled, have families with children and/or have the highest energy consumption.

Full services can be provided with DOE funding to any eligible household and homes that meet program standards. 

Full or partial services can be provided with EmPower funding to homes that meet program standards.  Electrically heated homes or homes with central air conditioning may receive full services; all others may receive partial services. 

When and How to Apply:  Applications are taken year round.  Applications for weatherization / energy efficiency measures can be made at the same time a household is applying for energy assistance (Office of Home Energy Programs – OHEP [now administered by the Allegany Dept of Social Services).  Contact Social Services to apply for energy assistance and mark the box that you want referred to the Weatherization / energy efficiency program.
